CAADS just found out and confirmed that the Department of Health Care Services (DHCS) is moving to revoke the 10% reimbursement increase that became effective July 15, 2024. 


All the way back to July 2024, the official DHCS CBAS rate is now $76.27 - down from $83.90. This amounts to an unexpected mid-year cut that DHCS is imposing unilaterally - without notifying providers, stakeholders, or the Legislature in advance. 


CAADS is responding to this frustrating, fast-moving situation in real time. We're developing state advocacy to oppose this arbitrary action; Managed Care Plan (MCP) outreach to ensure they don't seek claw backs; and guidance for providers. 


Here's what we know:

  • In late February DHCS sent a note to MCPs without notifying CAADS, other stakeholders, or the Legislature. 
  • DHCS's note claims the 10% increase was a technical error. The note doesn't fully explain how the error happened; why they waited seven months to acknowledge it; or why their Director assured CAADS that the rate wouldn't change. 

Here's what we do NOT know:

  • DHCS's note allows MCPs to choose whether or not to claw back reimbursements they paid out at the higher rate. This means we don't know how MCPs will respond. 

Here's how CAADS is responding: 

  • With MCPs, we're directly requesting that MCPs avoid a single claw back - we're fighting to ensure any reimbursements you received from the 10% increase remain in your pockets.
  • With policymakers, we're meeting with DHCS, other leaders, and the Legislature to push for restoring the 10% increase. 
  • For providers, we're gathering as much context and guidance as possible for this webinar.
