Navigating Medi-Cal’s Billion Dollar Capacity Building Grants Program (PATH CITED): What CBOs Need to Know

California’s revision of its Medicaid system to address the complex social drivers of health among high needs beneficiaries represents a once-in-a-generation opportunity to improve the lives of the 1.5 million older adults eligible for Medi-Cal and strengthen integrated care for the 1.2 million individuals dually eligible for Medicare and Medi-Cal.

Under the new system, all Medi-Cal beneficiaries will be enrolled in Managed Care Plans (MCPs). People dually eligible for Medicare and Medi-Cal will be able to select a Medicare Medi-Cal Plan (MMP) that that coordinates all Medicare and Medi-Cal benefits under the same health organization. For beneficiaries who qualify, MCPs/MMP will offer Enhanced Care Management and an array of Community Supports (e.g., respite care, home delivered meals) through contracts with community-based organizations. These new benefits and incentives create important opportunities for CBOs whose capabilities include supportive services, especially those that can prevent or delay nursing home placement.

In addition to this funding stream for services to those in need, the state is also running a multi-round, $1 billion grant program to help CBOs and other provider organizations build up their capacity to participate in the new system. For example, Providing Access and Transforming Health (PATH) — Capacity and Infrastructure Transition, Expansion and Development (CITED) grants — can be used to hire and train new staff, purchase IT systems, and otherwise prepare to participate in CalAIM.

Join us for a discussion of the opportunity for aging services organizations to apply for PATH CITED capacity building grants, to partner with MCPs, and to prepare for the future. Speakers will include CBOs already contracted to MCPs and those considering contracting; representatives from leading MCPs; and experts in Medi-Cal/CalAIM.

This webinar will focus on contracting and obtaining a letter of attestation and will describe the technical assistance opportunities available for assisting CBOs in leveraging PATH opportunities and engaging with health plans. In part 2 (separate registration), the California Department of Aging and the Department of Health Care Services will focus on the CITED application process. Stay tuned for registration details.
