JIA Webinar: Beyond Spending—Measuring California’s Progress Towards Equitable HCBS

Over the last couple decades, California has put significant resources into rebalancing the provision of long-term care away from institutional settings toward community-based integrated settings. Yet, due to limited data collection, reporting, and policy oversight, California’s progress towards the goal of rebalancing, and whether these efforts have had equitable effects across the state’s diverse population, remains largely unknown. In light of the development of a long-term services and supports data dashboard and other initiatives underway, there is much opportunity to better measure the state’s progress towards expanding equitable access to home and community-based services.

In this webinar, Beyond Spending—Measuring California’s Progress Towards Equitable HCBS, we will cover:
• The history of rebalancing measures and the effects of managed care on the ability to track expenditures for long-term services and supports;
• Why expenditure data alone is a limited measure of progress in rebalancing; and
• Recommendations for adopting rebalancing measures that leverage and build on California’s ongoing policy initiatives, such as the CalAIM Demonstration, to build a more equitable, balanced long-term care system.

Who Should Participate:
State agencies, policymakers, and aging and disability providers and advocates who are working towards an inclusive, equitable home-and-community based system that supports the right of low-income older adults and people with disabilities to live in the setting of their choice.
