X-WR-CALDESC:Over the last couple decades\, California has put significant
resources into rebalancing the provision of long-term care away from insti
tutional settings toward community-based integrated settings. Yet\, due to
  limited data collection\, reporting\, and policy oversight\, California’s
progress towards the goal of rebalancing\, and whether these efforts have
had equitable effects across the state’s diverse population\, remains lar
gely unknown. In light of the development of a long-term services and supp
orts data dashboard and other initiatives underway\, there is much opportu
nity to better measure the state’s progress towards expanding equitable ac
cess to home and community-based services. \n\nIn this webinar\, Beyond
Spending—Measuring California’s Progress Towards Equitable HCBS\, we will
cover: \n•	The history of rebalancing measures and the effects of managed
care on the ability to track expenditures for long-term services and suppo
rts\; \n•	Why expenditure data alone is a limited measure of progress in r
ebalancing\; and \n•	Recommendations for adopting rebalancing measures th
at leverage and build on California’s ongoing policy initiatives\, such as
the CalAIM Demonstration\, to build a more equitable\, balanced long-term
  care system. \n\nWho Should Participate:\nState agencies\, policymakers\
, and aging and disability providers and advocates who are working towards
an inclusive\, equitable home-and-community based system that supports th
e right of low-income older adults and people with disabilities to live in
the setting of their choice. \n\nPresenter:\nAmber Christ\, Managing D
irector\, Health Advocacy\, Justice in Aging \nHagar Dickman\, Senior Att
orney\, Justice in Aging \nThe webinar will take place on Tuesday\, Septem
ber 27\, 2022 at 11:00 a.m. PT. \n\nCapacity for this session is limited
to 1\,000 participants\, and all participants will have the option of acc
essing audio through the computer or by phone. Closed captioning will be a
