Preventing Older & Disabled Adult Homelessness Through Rental Subsidies

As retirement income is outpaced by rising costs of housing, health, and care, older and disabled adults are struggling to meet basic needs. People over 50 now account for half of unhoused adults, while adults with disabilities continue to be the most likely population to experience homelessness, be rent burdened or unable to find housing, and face the highest rates of housing discrimination. Earlier this year, Assemblymember Nazarian introduced AB 2547, co-sponsored by the State Council on Developmental Disabilities (SCDD), Justice in Aging, LeadingAge California, Corporation for Supportive Housing, and United Way of Greater Los Angeles. AB 2547 proposed to advance the goals of the Master Plan for Aging by establishing a Rent Stabilization Fund to ensure fair market rent for this vulnerable population. Unfortunately, despite an enormous advocacy effort, this bill will not be moving forward as part of the 2022-23 legislative package.
