A National Caregiving Strategy: Elevating Family Caregivers Through the RAISE Act

Family caregivers are the foundation of our nation’s system of long-term services and supports. Without the hard work and dedication of family members and friends, adults of all ages with long-term support needs would be unable to live in the settings of their choice and remain engaged in their communities.

Too often, however, family caregivers are unseen, unheard and unrecognized for the critical role they play in the lives of those for whom they provide care. Many times, family caregivers are not included in critical care and support discussions when the responsibility for such often falls on their shoulders.

To better support family caregivers, Congress passed the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregivers Act in 2018. The RAISE Act established the Family Caregiving Advisory Council which is tasked with creating the country’s first national Family Caregiver Strategy to address many of those issues and is helping to elevate the voices of family caregivers on the national stage. During this interactive webinar, participants will hear on the Administration for Community Living’s efforts to implement the requirements of the Act and provide an opportunity to discuss the role of adult day services programs as a key component of family caregiver support.

Objectives of this webinar include:
• Provide participants with an understanding of the RAISE Act and progress to date on the Administration for Community Living’s efforts to implement its requirements;
• Introduce participants to the recommendations of the Family Caregiving Advisory Council
• Offer opportunities to discuss the important role adult day services programs play in the lives of family caregivers
• Hear from attendees their thoughts for specific actions adult day services programs can take to better support families and family caregivers.

About the presenter: Greg T. Link. With more than 30 years of experience in aging and family caregiver support programs, Greg oversees ACL’s efforts to implement a range of federally-supported programs and initiatives. His office has responsibility for the National Family Caregiver Support Program, ACL’s dementia program portfolio, the Lifespan Respite Program and other initiatives including the Eldercare Locator, Community Care Corps and person-centered, trauma-informed supportive services for Holocaust survivors and other older adults and family caregivers with histories of trauma. Greg holds a bachelor’s degree in psychology from the University of Central Florida and a master’s degree in government from the Johns Hopkins University.

After nearly being eliminated in the state of IN due to improper usage, Independent Adult Day Centers have pioneered new innovations in Healthcare Coordination in the adult day setting that has demonstrated tremendous growth in the industry. The COVID 19 pandemic exposed fragmentation in the healthcare system and the need to monitor individuals’ progress for improved outcomes. Since late 2020, Healthcare Coordination usage has greatly expanded in the state of Indiana, especially, amongst waiver service providers. Just like curbside pickup, this is a service that will stick around.

What is Healthcare Coordination? Healthcare Coordination is a multifaceted program that creates a service individually customized to the unique needs of the person. It is a person-centered, holistic approach, which offers transportation to and from healthcare appointments along with a staff member who attends the healthcare visit with the individual. The program assists with medication management, equipment allocation, home assessments, advanced care planning and more.

Healthcare Coordination has been an instrumental support to Case Managers and their clients in positively managing healthcare needs and outcomes. The webinar defines Healthcare Coordination, the differences between care management and healthcare coordination, enhancing continuity of care, collaboration, barriers that Caregiver’s face, and case studies. Participants will understand the design, structure, and implementation so adult day centers can institute their own program.

About the Presenters: Jessica Young currently serves as the Regional Director of Medical Services for Independent Adult Day Center. Jessica has been a Licensed Practical Nurse for over sixteen years. She graduated from Wichita State University in 2009 with an undergraduate degree in Health Services Management and Community Development. Jessica graduated from Friends University in 2013 with a Master’s Degree in Healthcare Leadership. Jessica has worked in various nursing/management roles including: charge nurse, admissions, staff development coordinator, and medical records coordinator.

Angellica Jones currently serves as Assistant Director of Medical Services for Independent Adult Day Centers. Angellica has been a Certified Nursing Assistant for six years and graduated from Anderson University with an undergraduate in Liberal Arts and completed her education in three years. Angellica worked at Hoover Wood Nursing Facility from March 2015 to July 2018 and then was hired as a Life Enrichment Professional at Independent Adult Day Centers, July 2018.
