 with the California Department of Aging (CDA)\, will host a stakeholder en
 gagement webinar to walk-through the preliminary analytical approach for t
 he DHCS and CDA Statewide Home and Community-Based Services (HCBS) Gap Ana
 lyses\; the DHCS Gap Analysis will focus on Medi-Cal HCBS and CDA’s Gap An
 alysis will focus on non-Medi-Cal HCBS. These analyses will inform the dev
 elopment of two multiyear roadmaps to address and close identified gaps in
  the service delivery system across Medi-Cal HCBS and non-Medi-Cal HCBS.\n

 nd \nDHCS and CDA received funding to advance two companion HCBS Gap Analy
 ses to assess the availability of HCBS and develop a roadmap to build out 
 the state’s infrastructure across both Medi-Cal and non-Medi-Cal HCBS. The
  departments’ respective efforts are as follows:\n \n•	The Department of He
 alth Care Services received funding from the Centers for Medicare & Medica
 id Services (CMS) for supplemental funding to build capacity for the Money
  Follows the Person (MFP) Rebalancing Demonstration Program on July 27\, 2
 021. DHCS’ project narrative identified how the funding will be used for p
 lanning and capacity building activities to accelerate long-term care syst
 em transformation design and implementation\, and to expand HCBS capacity.
  Input from public stakeholder meetings in December 2020 and February 2021
  helped to identify key principles and priorities for this work. The gap a
 nalysis and roadmap are designed to help accomplish the following long-ter
 m statewide objectives: \n•	Objective 1: Reduce Inequities in Access and Se
 rvices \n•	Objective 2: Meet Client Needs \n•	Objective 3: Program Integrati
 on and Increased Coordination \n•	Objective 4: Quality Improvement \n•	Objec
 tive 5: Streamlined Access\n \nIn conjunction with the gap analysis and ro
 admap development\, DHCS is undertaking a Long-Term Services and Supports 
 (LTSS) Data Transparency initiative through California’s HCBS Spending Pla
 n. This initiative involves the creation of an online dashboard to track p
 opulation demographics\, the use of community-based services\, service qua
 lity\, and costs related to Medi-Cal LTSS provided in the home\, community
 \, and congregate settings. The dashboard of statewide nursing home and HC
 BS data will provide transparency for regulators\, policymakers\, and the 
 public\, as the state expands and improves LTSS quality. \n \n•	The Departm
 ent of Aging received $4 million in the 2022-23 enacted budget to conduct 
 an HCBS Gap Analysis and Multiyear Roadmap\, expanding from the DHCS HCBS 
 Gap Analysis to include an accompanying program inventory\, and an analysi
 s of utilization and demand for non-Medi-Cal HCBS programs and services. T
 he findings will be summarized in a final Gap Analysis report\, followed b
 y the development of a multiyear roadmap that seeks to improve access to n
 on-Medi-Cal HCBS for older adults and people with disabilities in underser
 ved and unserved areas of the state.   \n \nStakeholder Input and Feedback
 \nStakeholders are encouraged to participate in the webinar to receive inf
 ormation about the preliminary analytical approach for the HCBS Gap Analys
 is and Multiyear Roadmap\, as well as receive updates about the LTSS Data

 participants\, families and circles of support\, providers\, health plans\
 , advocates\, counties\, state departments\, and consumer organizations\;
